This is an annoying problem that rarely appears but depends on the type of physical keyboard, language layout and internationalisation used.
This is a Windows only Issue
This is fixed by doing the following :-
- In the Windows search bar, type 'Settings'
- Click 'Time & Language'
- Click the language menu item on the left hand side
- Then under 'Preferred Languages', click on your preferred language, and then 'Options'.
- Then, 'Add a keyboard', and select the layout of your chosen keyboard eg US keyboard layout
- Delete the old keyboard layouts, by clicking on them and 'Remove'
- Test by typing single quotes, ' ' ', quotation marks, ' " ' and inverted quote marks `.
